作为新时代党的建设新的伟大工程的重要组成部分，纪律建设是推动全面从严治党向纵深发展的重要举措。党规制定、党纪教育与执纪监督三者相互依存、动态耦合，形成“不敢腐、不能腐、不想腐”的治理闭环。党规制定作为制度基础，须立足现代化建设要求构建科学规范的党内法规体系，强化党章的统领作用与制度的系统集成效能；党纪教育作为思想根基，要以高标准推进党纪教育走深走实，筑牢拒腐防变的思想防线；执纪监督作为刚性保障，要以严的基调增强执纪监督震慑力，夯实全面从严治党的执政根基。一体推进党的纪律建设，须树立整体观念，构建制度约束、思想引导、监督震慑的有机统一的治理体系，坚持顶层设计与实践创新相结合，推动纪律建设与政治生态优化良性互动，为全面从严治党与中国式现代化提供坚强保障。

As an important component of the new great project of Party building in the new era, discipline construction is an important measure to promote the deepening of comprehensive and strict governance of the Party.The formulation of Party rules, Party discipline education, and disciplinary supervision are interdependent and dynamically coupled, forming a governance loop of “dare not be corrupt, cannot be corrupt, and do not want to be corrupt”.The formulation of Party rules serves as the institutional foundation, and a scientific and standardized system of Party regulations is constructed in accordance with modernization requirements, strengthening the leading role of the Party Constitution and institutional integration; As the ideological foundation, Party discipline education should be promoted with high standards to see the truth and practice, and to build a solid ideological defense line against corruption and degeneration; As a rigid guarantee, disciplinary supervision upholds the strict underlying tone to strengthen its deterrent effect, thus consolidating the governance foundation for comprehensive and rigorous Party self-governance.To promote the Party's discipline building in an integrated way, we need to establish a holistic concept, build an organic unity of institutional constraints, ideological guidance, supervision and deterrence, adhere to the combination of top-level design and practical innovation, and promote the positive interaction between discipline building and political ecology optimization, providing a strong guarantee for comprehensively strict governance of the Party and Chinese path to modernization.
